본 연구는 담론적 제도주의의 분석틀을 통해 한국사회에서 ‘귀족노조’ 담론이 어떻게 제도적 권력관계를 재구성하는 전략적 기제로 발전해왔는지를 체계적으로 분석한다. 특히 한국의 중앙집권적 단일정체와 기업별 노사관계라는 이중적 제도 구조가 어떻게 권위적 의사소통 담론의 발달을 조건 지었는지, 그리고 이러한 담론이 다시 어떻게 노동정치의 제도적 지형을 재편해왔는지를 실증적으로 규명한다. 방법론적으로는 주요 일간지 5개사의 ‘귀족’과 ‘노동’ 관련 기사에 대한 전사기 분석과 함께, 2003년부터 2024년까지의 11개 주요 언론사 기사에 대한 통시적 내용분석을 실시했다. 연구 결과, 귀족노조 담론은 세 단계의 제도적 진화 과정을 거친 것으로 나타났다: (1) 경제지와 경제인을 중심으로 대기업 정규직 노조를 비판하는 담론이 형성되는 단계, (2) 정부와 행정관료가 공공부문 구조조정을 정당화하는 의사소통적 담론으로 확산되는 단계, (3) 보수정당이 정치적 동원의 전략적 자원으로 전유하는 단계이다. 주목할 만 한 점은 각 단계가 이전 단계를 대체하는 것이 아니라, 중층적으로 축적되며 담론의 제도적 영향력을 강화했다는 것이다. 본 연구는 귀족노조 담론이 노동기본권의 헌법적 보장을 형해화하고 신자유주의적 노동개혁을 정당화하는 이데올로기적 기제로 작동해 온 메커니즘을 비판적으로 분석함으로써, 한국 노동정치의 민주적 재구성을 위한 실천적 함의를 제시한다.
This study employs discursive institutionalism to analyze how the ‘aristocratic labor union’ discourse has evolved into a strategic mechanism reconstituting institutional power relations in Korean society. Specifically, we examine how Korea’s dual institutional structure—characterized by a centralized unitary political system and enterprise-level industrial relations—has conditioned the development of authoritative communicative discourse, while investigating how this discourse has recursively reshaped the institutional landscape of labor politics. Methodologically, the study conducts a diachronic analysis of pre-period newspaper articles from five major dailies regarding ‘privilege’ and ‘labor,’ complemented by a systematic content analysis of ‘aristocratic labor union’ coverage from eleven major news outlets between 2003 and 2024. Our findings reveal three distinct phases in the institutional evolution of this discourse: (1) an initial formation phase where economic media and business leaders constructed a critique of large corporation labor unions, (2) a diffusion phase where government officials and bureaucrats deployed it as communicative discourse legitimizing public sector restructuring, and (3) a utilization phase where conservative parties appropriated it as a strategic resource for political mobilization. Notably, these phases did not simply succeed one another but accumulated in layers, progressively strengthening the discourse’s institutional impact. Through critically analyzing how this discourse has functioned as an ideological mechanism undermining constitutional labor rights while legitimizing neoliberal labor reforms, this study offers practical implications for the democratic reconstitution of Korean labor politics.
